It should be a national scandal – but apparently is not – that some of the country’s brightest adults are forced out of academia because their IQs are too high.

The account of the situation, and of the supposedly competing views on it, contained in the article from which the above extract is taken is wildly fictitious, and the various unexamined assumptions which are implied in it cannot be analysed without writing at considerable length.

However, I may observe that in 1946 I went to an Ursuline High School with a grammar school scholarship (at the age of 10), and even at that time the egalitarian ideology that would deprive the most able of opportunity was clearly operative, although not yet so explicit as it subsequently became.

I developed an increasingly strong conviction that the real motivation underlying the state-funded educational system was to block the way of the really exceptional. This, after all, is much the easiest way of making space at the top for the mediocre – to knock out the most exceptional (with IQs over 160, say) who would otherwise occupy an ‘unfairly’ high proportion of the top positions in society, so that more spaces are left to be competed for by the much larger population of people with IQs of around 140, or even 130.

What is the IQ profile of the population currently holding salaried academic appointments? I dread to think. Sixty years ago I read that the average IQ of those doing scientific research at Cambridge was – well, I forget the exact figure – something in the region of 120.

Nick Clegg could start to tackle the real problems of stasis in social mobility by addressing the difficulties of those here who have been deprived of the academic or other careers to which they are well suited.

The bell curve: one third are ‘special needs’?

In relation to my recent post regarding the shifting of the bell curve, it is interesting to note that there has recently been a spate of newspaper articles commenting on a perceived lowering of ability amongst schoolchildren.

An article in the Daily Mail (9 May 2012) quotes a Department of Education official, Dr Sidwell, as saying: ‘Even the outstanding primaries tell me that children at five are coming in with lower and lower ability to get on with their work.’

An earlier Daily Mail article (5 May 2012) gives some figures: of children aged four to sixteen, 21% are recorded (as of 2011) as having ‘special needs’, an increase from 19% in 2006; amongst nine to ten-year-old boys the figure rises to one third.

Various explanations for this are offered, in particular that it is due to bad parenting, or deliberate misdiagnosis to cover up for poor teaching standards. One of the articles is headlined ‘Poor parenting to blame for surge in special needs’.

A possible explanation that is not mentioned is a genetically caused reduction in IQ of the overall population. As my earlier post points out, an increase in the proportion of low-IQ people in the population implies a corresponding reduction in the proportion of high-IQ people.

Of course, it is characteristic of the exponential growth effect that it starts off small but continuously increases. The initial shifts are unlikely to be noticed. If there has been a shift in the IQ curve which is now causing noticeable effects among those of school age, this might prime us to notice some signs of reduced performance in those older than the current school-age population that might otherwise have gone unobserved.

Interestingly, another recent Daily Mail article (22 May 2012) mentions a study of adults’ spelling ability, reporting a poor standard, supposedly because of over-reliance on computer spellchecks. Tellingly, the youngest of this test population, the students, performed worst. I suggest that this poor standard may not be entirely due to an over-reliance on computer spellchecks.

Exponential growth may start at an imperceptible level, but by the time it has become noticeable, ever greater increases may be expected in the near future.

The reports of significantly lower standards in various areas over short timescales are compatible with the view that a significant shift in the IQ of the population has already taken place, and that the speed of the shift is very likely to accelerate.

Existential urgency and commercialism

Sayings of this kind are usually taken as being against capitalism, or any kind of commercial activity. The alternative is supposed to be social interactions of a kind favoured by the prevailing religion.

Although my intentions were not obviously commercial, being only to take exams (but as many as possible) and to do research, Mother Mary Angela disapproved of them in a similar way, as being insufficiently people-oriented.

My awareness of the insecurity of finiteness, and the fact that one's life could be terminated at any time by various circumstances over which one would have no control, certainly contributed to my sense of urgency and the need I experienced to get on as fast as possible.

Other people might make plans about how I would not take exams before a certain age, get to university before a certain age, do research before a certain age, and so on, but it seemed to me in no way natural to hang about in a dangerous situation.

So in fact Mother Mary Angela and all concerned were really advocating that I should go in for time-wasting social interactions as if time was no object.

The modern ideology, and human psychology generally, seem to be very much geared against living at all purposefully, or with any sense of urgency. To do so is to behave as if anything one did mattered, or was of any importance, so it is taking oneself too seriously, which is much disapproved of.

The Gnostic form of this parable merely points out (without suggesting any alternative course of action) that all one's plans may come to nothing if one happens to die in the night, so it can really be seen as an incitement to urgency, in the way that I thought my plans for taking exams might be aborted by death or other adverse circumstances, so I had better waste no time with getting on with them as fast as possible.

The concept of moth-free treasure does occur in Thomas, but not as an alternative to commercial planning. It is the pearl of great price, which is worth more than anything else; but one might note that it is bought, and that it is a merchant who buys it.

Has the bell curve shifted?

One expects any variation in the IQ bell curve to show up most noticeably at the upper and lower ends, where the percentages approach zero along the x-axis.

It used to be said that the female bell curve was narrower than the male; so women were much less likely to be geniuses, but also much less likely to be idiots.

The shift in the bell curve subsequent to the onset of the Welfare State may well have caused a significant reduction in the numbers of people with IQs above 150 or 160, as the mean has shifted downwards. But if it has done, it has also created an even greater increase in the population of the dysfunctional, with IQs below 50 or 40. I speculated that if the number of people above a certain IQ level (100 + x) has been reduced to 1/n of what it was before the shift, then the number of people below (100 – x) might well have been multiplied by something like n.

My speculation turns out to be not too far off. If you reduce the population of the exceptionally intelligent by shifting the bell curve, without changing the shape, you more than correspondingly increase the population of the most dysfunctional.

Say that, before any shift takes place, the proportion of the population with an IQ over 140 is 0.38%. A shift in the mean of one point downwards reduces it to 0.31%, and a shift of 2 points to 0.25%. A shift of 5 points reduces it to 0.13%, which is about one-third of 0.38%. So in this case the number of people in the population with IQs over 140 has been reduced to a third of what it was.

The shift of the mean to the left would also have affected the proportion of those with IQs below 60, originally also 0.38%. A shift in the mean of 5 points downwards makes it 0.99%, i.e. 2.6 times 0.38%. Reducing the proportion of the population with IQs above 140 to a third of what it was, has at the same time increased the number of those with IQs below 60 (which is fairly dysfunctional for any purpose) to nearly 1 percent of the population, making a group formerly thought of as marginal into a considerable element in the total population.

If there are now one-third as many people with IQs above 140 as there were before the shift, say, then there are now about three times as many with IQs below 60. The reduction in the population of really high IQs may have something to do with why we (the real University of Oxford in exile) find it so difficult to increase the number of our associates, but it is otherwise easy to overlook.

What is probably less easy to overlook, if one is in a position to observe it, is the multiplication of people with low IQs and other genetic deficiencies who can never be self-supporting.

This is clearly a tremendous drain on taxpayers’ money, although it is diffused throughout the general cost of benefits, the NHS, ‘education’ and ‘social services’.

What is paid out to pensioners, on the other hand, is clearly identifiable. Pensioners are a section of the population with an average IQ above the mean for the population as a whole, so the finger can be pointed at them, and the process continued of transferring resources from the above-average to the below-average.

The relevant departments of my unfunded independent university are effectively censored and suppressed. They have been prevented for decades from publishing analyses of the complex issues involved, while misleading and tendentious representations of them have continued to flood out from socially recognised sources.

Selective laying bare

But why is this being ‘laid bare’ for the first time, one wonders, and not any of the other burdens facing the British taxpayer? Such as, for example, the cost of social workers to take babies away from their families and shuffle them around from one foster family to another? The cost of paying foster families ‘child maintenance’ for having kidnapped children living with them? The cost of providing free ‘education’ for every child born to immigrant parents and other categories of parents?

The object, one supposes, is to justify new forms of taxation; the population of people of pensionable age, being one with average IQ above that for the population as a whole, is the ideal target to be blamed for the ever-rising costs of ‘social services’, and to be made to pay as much as possible in the way of extra tax. Presumably pensioners, especially those who are not public employees (doctors, teachers, social workers, etc) are to be as impoverished as possible by the time they die. Otherwise they may leave houses and other assets to their offspring, who are also likely to have above-average IQs. Heredity may be unmentionable in polite society (David Willetts), but there is some sensitivity to the fact that high-IQ parents may have high-IQ offspring. Even before they die, high-IQ parents may give positive assistance to their high-IQ offspring, if their financial resources, in the way of both income and capital, exceed their most basic needs.

If my father had had a normal pension at the end of his teaching career, he would have been able to give me financial support at a level which, in view of my lack of an academic salary or of income support, would have been appreciable and have at least slightly eased the pressures of constriction which were oppressing my attempts to remedy my position as an outcast. This was the position into which I had been thrown at the end of the ruined ‘education’, although it was universally assumed that I had turned my back on a university career voluntarily. ‘Oh, I thought you got what you wanted,’ my aunt gasped half a century later, having apparently assumed that whatever I found to do in exile must have been something that I wanted to do so much that I would prefer doing it in destitution and degradation, rather than having a high-flying university career.

The question of ethics with regard to pension policy is one of the issues on which critical analyses could be being published by Oxford Forum if it were provided with adequate funding to do so.

Should banks be forced to take on more risk?

Extract from an article by the Daily Mail's Alex Brummer:

Roughly one-sixth of construction output consists of putting up new homes. In the final quarter of last year housing starts were just 20,400 which is half the level of five years ago. Yet commercial housebuilders like Redrow and Persimmon are doing very nicely. How can this be the case? Having cleaned up their balance sheets after the Great Recession, most homebuilders are concentrating on upmarket homes in the South-East that are affordable only to the most affluent. The government’s scheme intended to help people get on the housing ladder, by offering up to 10 per cent in deposit assistance, is not working because the mortgage lenders refuse to offer loans at the appropriate cheaper rates to these people.

... the government could do more to get construction moving. The special liquidity scheme did support mortgage lending, in the wake of the first part of the recession, and the Bank of England may well have been too enthusiastic in pulling back the punch bowl. It was influenced by the fact that the banks felt prosperous enough to pay huge bonuses to executives and the feeling was that taxpayers should not be subsidising such immoral action. As usual, it is supposed that the destructive consequences of socialism can be remedied by yet more socialism. Yet more transfer of resources from populations with above-average IQs to populations with a lower average IQ.

There was a time when banks lent money on commercial principles, i.e. only to those who already had some capital assets and who were the sort of people unlikely to default on repaying loans, whatever hardships they might have to undergo in the process. Thus the bank would continue to profit, and not lose, from the arrangement.

But now, of course, it is considered that banks, and taxpayers, should be forced to set their money at risk by lending it to those least likely to repay it, so long as such people express socially-approved intentions.

Even if such people are provided by the government with the money necessary to pay the deposit on a house, the banks still regard them as a bad risk, and refuse to lend them money at artificially low rates, in order to preserve themselves and their shareholders from further losses. This, in the modern ideology, is immoral. What are banks for but to transfer money from populations with higher average IQs to populations with lower average IQs?

No sympathy for the victims of socialism

This is something I drafted a long time ago but did not send because of lack of staff, money, and everything else that makes life tolerable.

As the oppressive state closes in, there are protesters against capitalism camped outside St Paul’s, and a good deal of sympathy with them is expressed in many quarters.

I hope I shall be able to fit in writing something in praise of capitalism, since it has actually been the only positive factor in my life, and those who wish to abolish capitalism are wishing to destroy the chances of people who are in any way like me.

When I was thrown out at the end of the ruined education I bought the Financial Times and thought all day about how many sixpences I was adding to my capital (by not spending from my daily spending allowance) and how much capital I would need for the very smallest residential college with dining hall facility and ancillary staff.

But, slow and painful though it was, the accumulating coins did me far more good in the long run than the efforts I made to get a postgraduate degree with the grant from Trinity College, Cambridge. At the end of it the way into any university career channel was still blocked, and no financial support was available from any quarter until the King money, which enabled me to do introductory surveys in various areas which I had identified as having potentialities for research while I was doing the BLitt.

But again, this left me empty-handed. When the King money ended, our books still had to be published at our own expense, being blocked by those regarded as experts, to whom prestigious publishers referred them. So I still had no academic salary and no income from books.

Once you have been exiled from society, you should not suppose that it will be possible to return to a normal position in life by doing the same sort of research, and publishing the same sort of books, that you might have done as a socially accepted academic. Throwing money at the problem will not help, as I found. If you use your own money to publish a book, and even if you get it published under a respectable imprint, it will not change your position. You are still known to be a statusless outcast.

Publishing with your own money is ‘vanity publishing’, with which several people have taunted me, and no one has shown the slightest willingness to consider that a book might be a demonstration of one’s grievous misplacement, since if you can produce a book at all in such circumstances, surely it might be regarded as an indication that you could be producing far more if reinstated in a normal career providing salary, status and a hotel environment. This appeared not even to be considered when I was told that my book was still the ‘most referenced’ book in the field of ‘research’ in universities which had arisen since its publication.

The research which we had done with the King money withered on the vine, so far as we were concerned, while providing opportunities for overseas salaried academics, who made no progress that I would myself have regarded as significant.

I would, of course, have been quite willing to do research as pointless as theirs, so long as I was provided with equivalent salary, status and ancillary conditions. I could have undertaken to do only what other people might have thought of doing, but I would certainly have done it more efficiently.

The house in the Banbury Road continued to increase in value over the decades, and we continued to acquire experience of investment so far as our very small capital permitted.

So you can see that it is only capitalism that has ever done me any good, and my attempts to ‘prove my worth’ to senior academics by doing work to a high standard in bad conditions have done me no good at all.

Shifting the bell curve

David Cameron has suggested that the NHS and the education system should ‘close the gap’ between rich and poor.

Recently a grandfather of 29 was in the news. The low-IQ population seems to have a shorter generation length, i.e. seems to reproduce faster than the high-IQ (‘educated’) population. If at the same time it produces more offspring, say twice as many, as the high-IQs, it takes a surprisingly short time for the relative proportions in the population to change radically.

For at least 70 years now the more functional have been increasingly discouraged from producing children (a recent Daily Mail contains a warning to career women that leaving it too late to start families may damage the offspring). At the same time, the least functional have been encouraged, by ‘benefits’ and other measures, to reproduce early and prolifically.

There follows a very rough and simple calculation which shows how the bottom 25% of the population in terms of IQ could become the bottom 75%. There has been ample time since 1945 for a macroscopic shift in the balance of the population to take place and it may well have done so, which might account for the reports of ever-declining standards in primary schools. Bad though the schools no doubt are, this may be the inevitable result of the IQ level of the intake, and not of behavioural deficiencies on the part of either parents or teachers.

Suppose we start with a population of 20 with IQs below 90 (“Bs”), and a population of 60 with IQs above 90 (“As”).

Let us assume that at an average age of 30 the As add two offspring per pair, so after 30 years there are 60 + (30 x 2) = 120 As, and after 60 years 60 + 60 + (30 x 2) minus the original 60 who (let us assume) die at age 60, i.e. still 120.

Let us further assume that at a lower average age of 20 the Bs add 4 offspring per pair, so after 20 years there are 20 + (10 x 4) = 60 Bs, after 40 years 20 + 40 + (20 x 4) = 140, and after 60 years 20 + 40 + 80 + (40 x 4) – 20 = 280.

So now we have 120 As to 280 Bs, so that the ratio has changed from 75:25 to 30:70.

David Willetts describes the belief in heredity as something that ‘cannot be mentioned in polite society’ (The Pinch, p. 198). Academics who refer to the possibility of hereditary factors are liable to lose their jobs pretty quickly. It is implausible to suppose that there are not hereditary factors affecting individual differences, however much academia likes to believe otherwise, and it is certainly unscientific not to entertain possibilities.

The rationalised intention of closing the gap between ‘rich’ and ‘poor’ (correlated with above-average IQ and below-average IQ) has in all probability only succeeded in creating a bottomless pit into which resources can be poured.

Providing the ‘poor’ with additional resources may simply create an even bigger population of the ‘poor’, while at the same time placing increasing pressure on the ‘rich’, by taxation, to postpone and limit their families.

Has measured average IQ declined since 1945? Perhaps it has not, but this may simply show that IQ tests, as used, do not give a realistic picture of trends over time. The people who devise and apply the tests which are used are usually salaried academics with a vested interest in a certain outcome. When my colleague Christine Fulcher was working for her psychology degree from the Open University, she gathered that the intelligence tests which are used are always being modified to make them ‘fairer’ or more ‘appropriate’ to modern conditions.

Nick Clegg (Daily Mail, 5 February 2011) asserts that the ‘middle class’ will not notice the effects of extra taxation on their ‘lifestyle’. Maybe not; it will be quantitative rather than qualitative in most cases, but it will add that much extra delay to their paying back university debts, saving enough money to start buying houses, start families, send children to non-state schools, etc. Hence adding a bit of acceleration to the shift in the bell curve of IQ. Some of those working here now were at times salaried as university lecturers and in other professional capacities, and some in the future might be again. Taxation has diminished, and would again diminish, their ability to build up capital towards setting up our fledgling organisation as a properly funded and productive academic institution.

The relevant departments of my unfunded independent university are effectively censored and suppressed. The Great Pensions Swindle

I have a book entitled The Great Pensions Swindle* which, 40 years ago, made some useful points about the likely unreliability of state pensions. The following, however, is unrealistic:

The breaking point is not postponable indefinitely. The resistance to periodic increases in ‘social insurance’ contributions will begin all the sooner when the ‘contributors’ realise they are paying not insurance contributions but an income tax. (p.128)

In fact, no significant realisation arose that “National Insurance” contributions were just a form of income tax, which increased the Government’s current spending money. Otherwise the book anticipates very much what has happened. What happens when a future generation decides it prefers to spend its money on what is fashionable at the time (overseas ‘aid’, social workers, ‘universities’, etc.) rather than providing a former generation with the pension it thought it was paying for? The pensions are 'too expensive'; they are suddenly means-tested, and paid at ever later ages.

Not least, let it be clearly understood that ‘right’ (to the pension) and ‘contract’ are two more good words that have been made misnomers. A ‘right’ to a pension that a man acquires by saving for it is unambiguous. The ‘right’ a man has to an income when he can no longer work is of a different kind. The word has been re-defined to mean a moral right or claim on society. But transfers of income from one age-group, or class, or generation, to another represent decisions by one group, or class, or generation, to help another in time of need. No group, or class, or generation has a ‘right’ in any absolute sense. ...

In civilised parlance ‘contract’ means a voluntary agreement between two parties each of whom thinks it will gain. There is no such voluntary agreement between the generations on pensions. Indeed, there can hardly be one since future generations cannot be consulted; and if they could they would hardly agree since the terms are loaded against them. (pp.129-130)

Retrospective legislation has become increasingly frequent, and by now no one seems to remember that there was ever anything against it. It used to be said that the individual had a right to know what was legally open to him (in taxation, etc.) so that he could plan his affairs to secure the best outcome in view of his own interests and priorities, as he conceived them to be.

The recent changes in the ages at which state pensions become payable is really an egregious example of retrospective legislation, and directly affects people in as bad a position as we are. If a company which offered pension schemes were suddenly to announce that all its pensions were to be paid two years later, those who had been paying into the schemes might well wish to sue it for breach of contract. When the government does the same thing, no legal redress is available. This has happened recently and seems likely to happen more, so that my junior colleagues’ pensions recede as one approaches them. The age at which one of them will start receiving her pension was first shifted from 60 to 62, and then again to 64. Another’s pension was shifted from 65 to 67, and seems likely to be further delayed to the age of 68.

Thus the state has already deprived us, who are trying to build up towards an adequate academic institutional environment, of seven years’ pension money, i.e. £35K at today’s pension rate.

I have previously pointed out how means-testing of pensions retrospectively reduces the benefit received in return for contributions paid. This means nearly two thousand pounds per person per year. The proposed tax of £20K towards the cost of state ‘nursing care’, whether such care is received or not, was first proposed as a tax on estates on death, but is now suggested as a capital levy to be paid by every pensioner on reaching retirement age. If that were made retrospective, so that it applied to myself as well as to my colleagues, that would represent an additional confiscation of £80K.

There are several other examples of abandonment of principles, and I should be able to write about them at length, because they are actually very serious, although no one else appears to recognise this. If Oxford Forum were provided with adequate funding, we could be writing and publishing analyses on this issue which are currently being ignored in favour of the usual pro-collectivist arguments.

Hatred of directors and hatred of ability

It is objected that directors and shareholders of water firms continue to receive substantial ‘rewards’ in salaries and dividends, although the companies are failing to provide consumers with an efficient water supply.

It may be that it is simply impossible to run such a company efficiently in a country so far gone in socialism as Britain now is. It may be that it is necessary to pay directors at a commercially realistic rate in order to attract persons of high ability (which is likely to include high IQ as well as realism) in order to prevent an even worse failure in providing a reliable supply of water to customers.

In my view a company should be free to decide for itself how best to allocate its resources. I also support the idea that a company should be run for the benefit of shareholders. If it is not run for the benefit of shareholders, why should they contribute and place at risk their capital in becoming a shareholder? They may well think, as I do, that they would do better to find other ways of using their capital to increase their independence of the hostile society in which they live.

It is complained that the money spent in rewarding directors and shareholders could have been spent on repairing the fragile pipe system.

The Mail can also reveal that an astonishing £500 million was paid to the water companies’ mainly foreign shareholders for the six months to September 2011 – when drought was already blighting the East of England. Critics say this money could have been better spent fixing Britain’s fragile pipe network. (Daily Mail, 5th April 2012)

So some of the company’s resources are being applied to rewarding a population with above-average IQs, whereas the ideology dictates that resources should only be transferred from higher-IQ populations to those with a lower average IQ.

If directors’ salaries are cut, there will be less money in the hands of individuals who might decide to support other high-IQ individuals, who might then be able to do, for example, research not supported by socially recognised universities, or who might then criticise tendentious research published by them. That is to say, there would be even further reduction of the population of people who might think of coming to work for, or to support morally or financially, my suppressed independent university.

I was forced to start working towards setting this up by the ruin of my state-funded ‘education’. There was, of course, no sympathy with my terrible position as an outcast academic. There is no suggestion that the damage done to the lives of high-IQ outcasts should be repaired, and they are not acceptable objects of charitable support. They may, like me, be unable to ‘earn a living’ by regaining access to a university career at a senior level. Therefore the object has been fulfilled of reducing the access to financial resources of a high-IQ population.

If the water companies were run by the government, it is certainly not likely that more money would be spent on infrastructure; instead the money not spent on salaries or dividends would be absorbed into the collectivist ‘welfare’ system, thus, for example, providing extra support for the population of doctors, teachers and social workers. These, and especially the latter, are very likely to have IQs far below those of company directors.

A cynic might suggest that privatisation of the water companies was arranged partly to create a publicly obvious diversion of resources to a population with above-average IQs, at a level which would be regarded as egregious. This could then be attacked, functioning as a kind of showpiece scapegoat.

The overall net effect would thus be to reduce the resources in private rather than public hands. That is to say, reducing still further the freedom of individual citizens in Britain. (Not yet to absolute zero, though that could come if capitalism were abolished altogether, as is now from time to time advocated.)

A tax guide favouring collectivism

Mention the world ‘tax’ to most people and their first – and often only – reaction is to ask for ways they can cut their tax bill. But once you ask those self same people if they want cuts in education, the national health service, road building or local street cleaning and their response is almost invariably ‘no’. (Tax Handbook 2011/12, published by Which?)

It seems disingenuous, to say the least, to bracket such things as ‘education’ and the NHS with such things as road building and road cleaning. I would wholeheartedly advocate the abolition of state-funded and compulsory ‘education’, but I admit that I would like some usable roads around where I live, although I am not sure that a better arrangement for paying for them could not be found than by paying tax to dubious and unprincipled collectivist bodies such as national and local government.

But it is true that, since roads enable the displacement of persons and objects across areas that are larger in size than any one individual’s territory, there is justification for devising some collectivist system for maintaining them, rather than having each piece of road paid for by the owners of the land along each side of it. However, if the payments for maintaining it are paid into a collectivist entity which is also responsible for maintaining other collectivist activities, there will immediately arise the problem of blurring the exact allocation of a specific portion of the taxes paid in, as has happened so notoriously with pensions.

In the case of collectivist oppressions such as medicine and education, people are being provided (at least nominally) with something that is specific to the needs of the individual, so the arguments in favour of collectivist road provision do not apply.

What an individual will in practice receive under the headings of ‘medicine’ and ‘education’ is what other people wish to impose upon him. This is no substitute at all for what he might wish to pay for on his own account, and the effect of taxation is merely to diminish his ability to do so.

Another benefit financed by defalcation

I see that those on pension credit (the means-tested supplement to the basic state pension), along with others receiving benefits, are to be able to buy a certain number of Royal Mail stamps at reduced prices.(Daily Mail, 28 March 2012.) The cost of this, including the cost of time spent by Post Office staff, will have to be borne by someone, presumably by those not on pension credit or receiving any other benefit, when next the prices of stamps are raised.

When pensions were declared to be means-tested this was effectively turning the state pension system into a ‘benefit’, instead of a payment made ‘as of right’ to those who had made the specified number of contributions.

It was on that basis – the payment ‘as of right’ basis – that I paid into the state pension system for over 40 years, without entertaining any fears of eventual means-testing. Being deprived of a salaried career and even of eligibility for the so-called social security on account of my ruined education, I had virtually no income and paid voluntary contributions to the state pension scheme to reduce, at least by a small amount, my disadvantage relative to salaried academics.

Even if the threat of means-testing had been bruited, I would have thought it unlikely to affect me, since, having no academic appointment, I had no other pension expectations and negligible income from any source.

Having finally qualified for the state pension, and still being without a salaried career, I was horrified and shocked to find that my pension was now to be means-tested and that I would not be eligible for the supplementary ‘pension credit’ even if I was prepared to apply for it as a ‘benefit’. This was because I had devoted all my attention to building up capital to provide myself with a roof over my head. If I had not bought the house I lived in, I would have had no income with which to rent one.

Now that the emphasis of the means-testing is shifting from income to capital, I find that I have too much of the latter to qualify for ‘pension credit’, since I was never able to depend on income and had to build up capital as best I could. I see that those on ‘pension credit’ are to be able to buy cheaper postage stamps, apply for cheaper energy on ‘social tariffs’ and no doubt in many ways spend less on fundamentals than if they were not on ‘benefit’, thus increasing their advantage relative to me.

At the same time, others of my unsalaried colleagues who have fully qualified for their pensions by making voluntary contributions, see them receding into a distant future, and expect them to be means-tested even when they start to be paid.

The question of ethics with regard to pension policy is one of the issues on which critical analyses could be being published by Oxford Forum if it were provided with adequate funding to do so. Meanwhile, the idea that it is 'fair' to redistribute from better-off to worse-off pensioners is likely to receive reinforcement from pseudo-research published by the universities.

Realism versus kidding yourself

This is a letter sent to Bel Mooney, the ‘agony aunt’ of the Daily Mail.
Dear Bel

Every day I wake up and pray: ‘Please God let today be a good day — don’t let me think that I want to die’.

Fifteen months ago, at the age of 56, my youngest sister died very suddenly of pneumonia. The whole family is devastated. Our parents don’t really talk of her and I can’t believe she’s dead. I have to keep telling myself she is gone for ever. I miss her so much. She was my best friend and confidante. We spoke almost every day on the phone, discussing everything, from fashion to politics. ...

The hammer blow of her death made me feel a total waste of space. It’s made me realise how poor I am and how poor she was, that she left this world as poverty-stricken as when she came in. My life has been full of ‘what ifs?’.

I can’t afford to heat the house, pay the water rates etc. My whole family lives this struggle, but I never thought about it, I just got on with it. Now I am so angry, with her, with myself, with fate. I want to be rich and taste some of the fruits of wealth — the theatre, restaurants, foreign holidays and so on — before I die.

Last week I went to get a repeat HRT prescription and the nurse refused it, telling me I had to have a mammogram, because she could not live with herself if I had ‘something’. I went to the doctor (who put me on it) and asked for the full dose, but he refused, pontificating about risks. I don’t care about them.

I’m not coping. I nearly had a panic attack at the thought of not having my HRT. Basically, the nurse told me to ‘pull myself together’.

I cannot handle the stress. Everyone is telling me how bad-tempered I am — shouting at my children and grandchildren. I used to be so placid, now I feel like hitting someone. I just want to go to bed and never wake up, but sadly I do, and it all begins again. (Daily Mail, 24th March 2011)

Bel Mooney’s replies to this lady are, naturally, all in line with the prevailing ideology. Seek counselling and the support of groups of people with similar problems who will help you to be reconciled to your position.

The horrific role played by the medical Mafia in modern society emerges clearly. They decide, not you. On consulting them you expose yourself to psychological abuse, which is the last thing you need when you are already assailed in other ways.

It is deplorable that all are taxed to pay for the NHS; opting out should be possible for those who would never have anything to do with it, or with the medical Mafia in general. It would be a good deal less objectionable if only those who chose voluntarily to submit to such a system were forced to contribute in taxation towards its enormous costs.

Of course, Bel Mooney’s advice is to consult various agents of the oppressive society. Actually this correspondent is realistically aware of the existential predicament, and that the oppressive society in which she lives offers her no ways of improving her position. I suggest to her and to anyone in a similar situation that they come to live nearby, at least temporarily, and do some voluntary work for our organisation. We have many ideas for the best ways in which individuals can cooperate to improve their financial position, but we cannot suggest any particular project unless and until we know what the person concerned is willing and able to do, and whether they can get on with us, who do not accept the prevailing ideology.

Notes on property taxes

(This is an update on the blog post of 25 April 2011, commenting on the government’s plans to tax property.

Looking at the recent Budget, it now appears that the ‘mansion tax’ has been avoided or, more likely, deferred. Instead, stamp duty on ‘expensive’ (over £2 million) properties has been increased from 5% to 7%.)

It appears that they have it in mind to tax property, which is bad for us as we still have no income from society for anything we do (or could do), and we still need to build up capital towards the institutional environment to which, once we get it, extra research departments can be added and the university press made increasingly productive.

Any ‘mansion tax’, or increased stamp duty would only be the beginning of taxes/stamp duties on ever smaller properties, no doubt.

All you can say for the means-tested state pension is that it may just about cover the taxes we pay to the state. I.e. instead of paying all the taxes and making voluntary contributions to the state pension each year, we now make no contributions because everyone is fully paid up, and the reduced means-tested pensions received by me and Charles McCreery may just about cover, for the four of us, council tax, car tax, television licences, cost of garden refuse collections, cost of getting large rubbish taken away by the council, and cost of dumping unacceptable items of rubbish in the local rubbish dump (which is not very near). And perhaps there is a small net gain to us, so that we can say that, at long last, we are receiving a bit more each year from the state than we have to pay back to it.

If they had not introduced means-testing on the state pension some years after I had started to receive it, it might be adequate to cover capital gains tax (CGT) and ‘mansion tax’ on any houses we may own in the future. But probably not for long, as the taxes would keep increasing more than in line with (realistic) inflation, whereas the pension would not, even if not means-tested.

So those who are trying to remedy the bad position (non-position) in society imposed on them by their ruined ‘education’ have to be taxed (at any rate, they are taxed) to reduce their rate of progress towards an adequate life, and they have to transfer a part of the progress they have made to provide supposed ‘advantages’ to those who are not yet obviously disadvantaged. (Although, in fact, some of them may be, since they are forced to proceed in making their way through an educational system that is geared against them, and may leave them also with no way of entering a suitable career.) Many of the others will probably never be able to make any use of the sort of opportunities which we need and from which we have been excluded by the hostility to ability of modern society.

‘Education’ means, unfortunately, a very vulnerable period of one’s life when one needs to be acquiring qualifications which will establish one’s claim on the sort of position in society which one needs to have, but in which one has no control over the arrangements which are being imposed on one.

David Willetts said of the Baby Boomers that they had had such a good life that they should wish their pensions to be reduced so that coming generations could be provided with ‘educations’ as lavish as their own. I was a pre-Baby Boomer so this did not obviously apply to me, but I feel sure that plenty of them, including some with the highest IQs, and some whom I have known, were thrown out at the end of their ‘educations’ with no access to any career to which they could feel suited, and with only the sense that their relationship to their own internal sense of direction had been broken.

So, like me, it is likely that they would be more interested in using their pensions to work towards improving their own lives, rather than in sacrificing their pensions so as to make it possible for yet more people to be subjected to the ‘educational’ process.

We invite such people, whether or not they are prepared to complain of the bad effects of their ‘education’ on their prospects in life, to come and live near us in Cuddesdon, which is commutable from both London and Oxford, and cooperate in our plans to remedy our situation in an anti-individualistic society.

Building up capital may be the only method a person has of being able to be productive in a way to which they are suited, as it was with me. Not having any way of getting a salary, and being unable to draw the so-called social security, I put getting a roof over my head first, and setting up a college/hotel environment second. At least the increases in value of the house which I bought in the Banbury Road were not taxed. This house had enough space for laboratories and offices, at least on a minimal scale, if I had been able to get funding to do research with which to assert my claim on a normal high-flying academic career. The salary which I could not get would have been taxed, and I would have been getting my pension contributions paid, but as it was I had to pay voluntary contributions myself out of non-existent income.

Eventually the house was worth much more than at the outset, although still not enough to set up even a minimal institutional environment within which academic work could be done.

I shall never stop trying to get all the things I should have had as part of a forty-year academic career in a professorial position as the Head of a department. That is, the salary, status, contacts, laboratory facilities, personal secretaries and other staff, and the dining hall facilities, etc.

I still need these things in order to have a productive and satisfactory life, and I see plenty of things in which to do progressive research for forty years.

Taxation, not avoidance, is morally repugnant

George Osborne, the Chancellor of the Exchequer, announcing the Budget yesterday, said: ‘I regard tax evasion and aggressive tax avoidance as morally repugnant’. (Daily Mail, 22 March 2012)

What this means is that society must be free to use subjective criteria to decide what people’s intentions were when they acted within their legal degrees of freedom.

Some decades ago there was a principle that laws should be clear, and easily understood by any ordinary middle-class or working-class person, so that a person could make his own decisions, and so that the individual could know whether or not he was acting within his legal rights. This principle has gone by the board in the downfall of civilisation. Now, in many areas, the individual must wait for the tax authorities to tell him whether his motivation was ‘aggressive’ or not, and hence whether he is liable to be taxed (and possibly fined).

The idea that it is immoral to avoid tax, so as to preserve the maximum freedom possible to implement one’s own intentions, implies that the purposes for which the government sees fit to expend money are automatically superior to those which an individual might choose to pursue for himself, and that each individual must regard them as being so.

There are those of us to whom this seems an absurd idea, and we would argue that taxation is in itself automatically immoral, in depriving the individual of the right to decide his own priorities in the existential situation in which he finds himself (the assertion of this right being the basic moral principle).

Mansion tax, pensions and ruined educations

I have had to attempt to claw my way back to a tolerable life after the ruin of my career and family life caused by the so-called ‘education’. And I have had to do this in a society ever more dominated by the ideology that was responsible for causing the ruin in the first place.

Ever more damaging legislation is continually proposed, and the relevant departments of my suppressed and censored independent university are virtually silenced, while the unexamined assumptions continue to flood the television and the newspapers.

Now they propose a ‘mansion tax’ which, once instituted, will no doubt soon become a garden shed tax.

While trying to build up my capital assets to a level that could support even the skimpiest residential college and research department, with live-in domestic and caretaking staff, my only asset was the fact that principal private residences were free of tax (though not of maintenance costs.)

I still have not reached a level at which even the smallest scale of research could be done – not, at any rate, research that would have any hope of enhancing my claim on a salaried university appointment, although I suppose there are a few people who are willing to regard as research the collecting of anecdotes and the writing down of their dreams in the morning, and it has been convenient to suppose that I was one of them. But progress towards an adequate scale of operation would have been severely hampered by any form of ‘wealth’ tax, including tax on property. And progress has been, even without that, agonisingly slow.

Commentators always talk as if, after the age regarded as pensionable, a person could not ‘need’ more than one room to live in. But there may be people other than those here whose careers were ruined by the hostility which their ability provoked, and who, like us, need to build up their resources to the point where they can finance their own careers.

There is no reason to suppose that any society could provide each individual with opportunities exactly tailored to his needs. It is far more important that there should be the possibility for individuals to work towards providing themselves with the circumstances they need for the sort of career they need to have.

In the Britain of Frederic Myers a fair proportion of those with the highest IQs had the circumstances they needed for a productive intellectual life, provided mainly by inheritance. This proportion has been steadily reduced.

As I have mentioned before, you could alleviate our position significantly by buying a nearby house in which, among other things, new provisional associates could live; it being impossible for them to find rented accommodation, even at inordinate expense, and it being impossible for us, at the present time, to sink a high proportion of our available capital in buying additional houses.

No relief for 'those with the broadest shoulders'

A recent article from the Daily Mail on the Government's plans for pensions tax relief:

Higher earners should lose higher rate tax relief on pension savings, Treasury Chief Secretary Danny Alexander believes. The Lib Dem Cabinet Minister says the Government cannot afford to keep paying such a generous allowance on retirement investments. The changes, which could be included in next month’s Budget, would affect those who pay the 40p higher rate of tax, which kicks in at around £43,000. Currently, of every £1 they save in a pension, the Government contributes 40p in tax relief. That would fall to 20p in line with the basic rate of income tax.

The raid could cost middle-class pensioners up to £7billion a year, and discourage many from saving towards their retirement. If the cut was restricted to those earning over £100,000 a year, it would still save the Treasury £3.6billion. Mr Alexander told the Daily Telegraph: ‘If you look at the amount of money that we spend on pensions tax relief, which is very significant, the majority of that money goes to paying tax relief at the higher rate.

‘It's very important that in these difficult times we are asking those with the broadest shoulders to bear the greatest share of the burden.’ Mr Alexander also repeated his aspiration to raise the threshold at which people start paying income tax...

Lib Dem demands are expected to be raised at a meeting on the Budget next week between David Cameron, Nick Clegg, George Osbourne and Mr Alexander. The raid on pension tax relief may meet resistance from Mr Osbourne, who has stressed the need to avoid raids on the wealthy because they could deter successful businessmen from living in the UK. (Daily Mail, 11 February 2012)

The plight of pensioners is a constant focus of attention, although it is difficult to believe that the increases in life expectancy and cost of living can be a major factor in the constant rise in public spending. It is, surely, the increases in expenditure in favoured areas which make it impossible to ‘afford’ state pensions at a level commensurate with the cost of living. In fact, pensions were hit by the retrospective introduction of means-testing, and also by years of ‘withering on the vine’ with rises per annum which were inadequate to match the real rises in the cost of living, let alone in the cost of things which pensioners were more likely than others to need on a socially recognised basis, such as live-in housekeepers and attendants.

We may be sure that there is no real sympathy with this population, with an above-average IQ and a limited voting life ahead of it. Attention to its problems and claims that ‘something must be done’ are actually designed to justify new forms of taxation, the need for which is predominantly created by expenditure on increasing populations with IQs below the general average.

The objective is to justify additional taxation of this above-average population. In the extract quoted above there is one explicit proposal for how this might be done, although the additional taxation is presented as withdrawal of a tax relief, and it is pointed out that the ‘tax relief’ saved will be mainly at the expense of the population of those with the highest incomes, which is also (very likely) a population with a higher average IQ than other pensioners.

Those with ‘the broadest shoulders’ (the highest average IQs) should bear the greatest share of the burden which results from an ever-increasing transfer of resources to populations with below-average IQs.

The following is a re-blogging of part of an earlier post. In light of the article above, I have felt it necessary to reiterate the key underlying issues.

Further misdirection of attention is in asserting that it is not ‘fair’ that those who go into ‘care homes’ should have to sell their houses (if they have them) to pay for the ‘care’ they receive. This, of course, will lead to families being deprived of their inheritance.

Families are said to be ‘betrayed’ by care home funding, which leads to many pensioners being forced to sell their homes. This is described as a ‘scandal’, and it is hoped that a ‘fairer’ system can be devised. This rhetoric in itself should make one aware that a misdirection of attention is involved.

The population of those who reach pensionable age, and have homes to sell, are a population with an above-average IQ; so will their offspring be. So surely the modern mind can see nothing ‘unfair’ in a relatively high-IQ population being deprived of the inheritance it might have had from its parents, also with (statistically) above-average IQs. It is the obtaining of advantages from a previous generation of above-average people which is regarded as unfair, surely? How can ‘fairness’ be increased by transferring assets from one relatively high-IQ population to another?

And so we infer that these expressions of concern that homes will be lost to some of those who might have inherited them must have an ulterior motive. What is presumably aimed at is justification for an additional tax of some kind, resulting in the usual transfer of resources to a relatively low-IQ population.

It is suggested that what a pensioner pays towards his care home fees should be ‘capped’ with ‘the state stepping in’ to pay the rest. That means taxpayers stepping in to pay the rest, including pensioners who do not go into care homes. ‘In a further blow Health Secretary Andrew Lansley refused to rule out a pensioner tax to pay for old age care.’ Aha! This idea - an extra tax on those above retirement age, mooted in the Dilnot Report - approaches more closely the principle of transferring assets from the relatively high to relatively low IQs.

The population of pensioners who do not go into care homes at all may be expected to have higher average IQs than those who do go into them and have homes they might be required to sell, because the former are likely to have better genetic constitutions, have lived more prudently and/or successfully, or because they have devoted relatives, which are all factors likely to be correlated with high IQs.

So it may be seen as ‘fair’ that those pensioners who do not go into care homes should be taxed in order to transfer assets to those who do go into them.

This is no doubt the real reason for blaming the rise in life expectancy of pensioners for the increasing costs of the NHS, so that as usual a population of people with above-average IQs can be penalised for the benefit of a population with below-average IQs.

As for changing demographics, figures for life expectancy are usually quoted in relation to specific ages. E.g. people who are 50 now have a life expectancy of so much. But by the ages one sees quoted, the majority of those with a low life expectancy at birth are likely to have died off, although not before being a considerable drain on the NHS, state education (with ‘special needs’ tutors?), etc. Clearly these are an important part of the real demography, usually left out of the discussion. Those who are still alive at pensionable age (a population with a relatively high average IQ) are certainly not responsible for the rise in the costs of the NHS caused by the genetically dysfunctional (a population with a low average IQ).

Appealing for help is not illogical

How can it be that I complain of the lack of support for my work? Well, of course, lack of support for ‘my work’ is lack of support for me in the most basic sense, and there has been a plentiful lack of support, to the point of active opposition and obstruction.

When I was at school (at a school which I was forced to attend against my will, having told my parents at the end of the first day that it was a place to leave instantly) a hostile headmistress said to me that it would be good for me not to be treated as an exception. In the sense of being given no help in learning more languages than other people. I thought even then, with very limited information about what was going on behind my back, that while I might not be being treated as an exception in the sense of being provided with opportunity, I surely was in the sense of being the object of the storms of slanders which raged around me.

People tend to dislike my use of the word ‘slander’ in this context, and soften it to ‘gossip’. But in retrospect it is clear that its effects on my life, and on the lives of my parents, were extremely damaging.

Thrown out at the end of the ruined ‘education’ with no usable qualification with which to apply for a grant or salaried appointment in any subject, I was extremely fortunate to be led to the Society for Psychical Research, where I took a temporary job to help finance my return to Oxford at the start of the next academic year in the autumn. There, without research grant, salary, or income support from social security, I intended to pursue my researches in theoretical physics, to the extent that was possible in such painfully impoverished circumstances.

As my work would not be officially recognised as such, I would not have a supervisor (which is necessary for the eventual grant of a D.Phil), but I imagined vaguely that I would send some of my work from time to time to the Physics Department, to let them know that I existed.

At the SPR, however, I found that I would be regarded as eligible for, and would be supported in applying for, the Perrott Research Studentship – a postgraduate grant from Trinity College, Cambridge, a college with which the SPR had strong historical connections.

This was a way in which I could return to Oxford to do postgraduate work with the support of a grant instead of without any financial support at all, so I resolved to stay on at the SPR throughout the next academic year to see whether I could get the Studentship. If I did not, I would return to Oxford anyway and carry out my original plan of doing freelance research on theoretical physics, on my own and in poverty. The money saved during the extra year away from Oxford would at least provide an absolute minimum of financial support; by that time it might pay for a year’s rent on a cheap room.

In fact I was successful in my application for the Perrott Studentship, and had to consider what were the areas of potential research that could be considered as meeting their terms of reference, and would be most likely to lead to results that would gain academic recognition and re-entry to a salaried academic career.

In whatever subject I was making my salaried career, which implied aiming at becoming a Professor and head of a department in that subject as soon as possible, the salary would provide me with sufficiently liveable conditions (I thought and hoped) to be able to get something out of doing research on my own in theoretical physics, and also out of writing some of the books which I felt an internal pressure to produce. There would, at best, be far too much pressure on my time for life to be comfortable. I would have to aim at the fastest possible career advancement, and by the time I was a Professor perhaps there would be enough space for productivity in my life to allow for some sense of well-being.

I use the expression ‘career’ and ‘career advancement’ to convey to people what would be involved in practice, but I had never really thought of an academic career below Professorial level as a career in its own right at all, but only as an unfortunate preliminary to my real life as a Professor, the necessity for this preliminary having been forced upon me by the ruined ‘education’. If my ‘education’ had not been ruined, and Oxford University had not been hostile, I would have expected to become a Professor immediately on leaving Somerville.

I should perhaps also make the point that I did not regard the sort of ‘research’ under supervision that was necessary to gain higher degrees as ‘research’ at all. This was another preliminary which society set in one’s way to delay the start of a real life. I had been shocked to discover what went into getting a D.Phil qualification, which one would apparently have to do before entering upon real life, ‘real life’ meaning being free to reconstruct theoretical physics, while living in a hotel environment.

I did not discuss with anyone how little time would be left over from doing what was necessary to earn my salary and work for career advancement, even when I had re-entered a university career by obtaining a salaried appointment, as this was some years in the future, even after being awarded the Perrott Studentship. Nevertheless I suppose some awareness of the constrictions of such a situation entered into Somerville’s extraordinary assertions that, without a research grant or a salaried appointment, I was ‘free to follow my interests’.

When, many years later, I had an interview with a Somerville Fellow in Philosophy, to find out whether my D.Phil in Philosophy would induce them to let me have a salaried appointment, I was amazed that she could assert that I would be ‘less free’ if I had to meet the demands of such an appointment. So I would be ‘more free’, in her eyes, if I continued to live with no source of income.

It is apparently a standard piece of modern ideology that the income which may be derived from an academic career is inconsiderable, and that no money is necessary for staying physically alive, let alone staying alive in circumstances permitting intellectual activity. Nor is money apparently necessary for what counts as actual research ‘work’. Hence people can talk about ‘supporting my work’ as a peripheral frill, the absence of which should not lead to any complaint.

I remember one conversation with a salaried academic, similar to many others, at an international convention on lucid dreams at London University. I said I was unable to get support to take further my research on lucid dreams, or any other topic. ‘Oh, well’, she said. ‘There is no support. I can’t get any either. I have just given up on trying to.’ This person was a salaried academic in America, possibly deriving many advantages and facilities, as well as salary and status, from her university position. Subsequent to the publication of my book, she had become well known for her work on lucid dreams, although probably without ever receiving direct support for that purpose.

I, on the other hand, had produced the book on lucid dreams, on which her work had been based, as an unsalaried and statusless person, implicitly applying for the necessary funding to make further progress in this new area of research. She could, it would appear, see no difference between her own need for support and mine. Like all other academics who have worked and published in the field of lucid dreams, she made no response to my appeal on my website for contributions of £1,000 a year from every salaried academic who had worked in this field.

If someone recognises, as I do, that human nature contains little in the way of genuine altruism, it does not follow that it is illogical for them to complain about their position. It could be argued that complaining is, or should be, dependent on whether one is objectively suffering, rather than on what society happens to regard as worthy of complaint. However, the fact that the present society claims to be interested in ability, and purports to have a system designed to reward those with high IQs, is liable to heighten any bitterness one may feel about one’s position.

Benevolence

Once upon a time a headmistress said of me, ‘It will be good for her not to be treated as an exception.’
I found it very difficult to understand how she could even imagine that she honestly meant something by this, let alone something benevolent, since the sentence seemed to me to have the status of ‘It will be good for this horse to be treated as a dog’.
The use of the word ‘good’ in particular eluded me, until I reflected that there was in existence an expression ‘The only good Injun is a dead Injun’, and no doubt she meant something like that.

Fat cats and starved cats

Everything goes from bad to worse, as it is intended to do.

Professor David Eastwood, the vice-chancellor of Birmingham University, has been getting £419,000 a year, and others in comparable positions something similar.

If my education had not been so deliberately ruined, or if recognition had been given to my ability to do things whether or not I had been allowed to get paper qualifications in them, I could easily have got into one of those positions. What a difference! Between several hundred thousand a year on the one hand; and no salary at all, not even eligibility for so-called ‘social security’, on the other.

That is the difference between someone who has risen to the top of the educational system which favours mediocrity, and someone who has failed to make their way successfully through the educational obstacle course.

I thought the powers that be were not supposed to like ‘inequality’. When I was at the Society for Psychical Research it was still supposed that the Oppressive State was aiming at ‘equality of income’. I remember Salter at the SPR, a person of independent means, asking me if I did not agree that equality of income was a grim and unpleasant idea. In those days there was still at least a minority of people who did not think that aiming at equalising incomes was automatically virtuous and desirable. Terms such as ‘fair’ and ‘fairness’ had not yet become buzzwords.

Let me know of any vice-chancellorships or similar that you see falling vacant, so that I can apply for them.

The departments of my unfunded independent university are effectively censored and suppressed. I hereby apply for financial support on a scale at least adequate for one active and fully financed university research department, to all universities, and to corporations or individuals who consider themselves to be in a position to give support to socially recognised academic establishments.

No reprieve for the middle classes

Middle-class families face a battering in next month’s Budget after the Chancellor ruled out major changes to his plans to slash child benefit payments to higher earners. The Conservatives and Lib Dems will hold crunch talks this evening on a Budget that is expected to pave the way for tax raids on the better-off that will continue until 2015.

George Osborne is set to ignore Conservative calls to axe the 50p top rate of tax, and has angered Tory traditionalists by making clear he will not introduce tax breaks for married couples in his speech. The expected assault on the middle classes has provoked claims from Tory MPs that ‘the Liberal Democrats are writing the Budget’.

The Conservatives’ coalition partners are also calling for pension tax relief to be slashed from 40p in the pound to 20p for those earning £100,000 or more – a move that could raise £3.7billion. In addition, they are expected to demand new green taxes to help speed up the increase of the minimum tax threshold to £10,000. The Chancellor already plans to strip more than £1,000 a year in child benefit payments from every family that has one earner paying the 40p higher rate of tax. (Daily Mail, 13 February 2011)

As we have observed before, the unspoken principle underlying tax and benefit policy is that resources should be transferred from populations with higher average IQs to those with lower average IQs.

The population which pays higher-rate tax because it has higher earned income (so-called ‘earned’ ‘taxable’ income is income which is not derived from benefits nor from the moonlight economy) has a higher average IQ than the population of those who do not pay tax at this level. So it is obviously considered correct procedure to cut ‘benefits’ received by the higher-IQ population. This increases the proportion of ‘benefits’ received by a population with a lower average IQ, and will encourage the proportionate growth of the low-IQ population.

Even quite a small percentage increase in the relative growth of one population vis-à-vis another population, continued over time, soon has a perceptible, and perhaps dramatic, effect on the relative proportions of the two populations.

How to stay alive longer

Elderly should be encouraged to downsize ...

[Housing Minister Grant Shapps] said that authorities should encourage elderly homeowners to move to more suitable accommodation by helping them rent their old homes to families. He pointed to the example of a pilot scheme in east London where Redbridge council has helped elderly people move without having to sell their homes in a bid to tackle the housing crisis. They also get to keep rental income from their property, so they can fund any care costs they have to face. ...

There was outrage after a report by a think tank linked to Labour suggested last year that older people should be taxed out of their homes to free up space for younger generations. The Intergenerational Foundation argued that ‘empty nesters’ in their 60s should be encouraged to downsize by a new ‘land tax’. (Daily Mail, 17 January 2012)

Pensioners to be ‘helped’ by councils to ‘downsize’ so that any spare rooms can be used by families. Population with an above-average IQ to be squeezed tighter still, for the benefit of expanding population with average IQ certainly not above average for population as a whole, and quite possibly below it.

But maybe some of the pensioners do not want to downsize. Perhaps some of them, like me, had a ruined education and are still trying to make up for it by expanding their incipient independent academic establishment to a tolerable size for even a minimum of productivity to begin. When it does begin, that will be the start of my adult academic career, so far as I am concerned, even if I am having to start at an age that is past what the oppressive society around me likes to regard as retirement age.

What any pensioner with a house of his own could do (and from some points of view should do) would be to sell his house and buy one in Cuddesdon, perhaps not with so many spare rooms as his former house but with as many as possible, do some voluntary work for my struggling and squeezed independent university, and cooperate in some of the business operations which can be set up to make the best use of the abilities of associate workers who may have restrictions on their physical mobility, and of the abilities of those who do not.

My institute is desperately in need of storage and office space and could probably pay them rent for their spare rooms to supplement their incomes. Then the rooms would be being used to reduce the disadvantages of a population with above average IQs, instead of used to provide advantages to the expanding low-IQ population.

Now the pensioner, living in the house which he owns, and which now has too many vacant rooms, may of course have no plans of his own to get started on his long-delayed business ventures or academic research; nevertheless, if he is persuaded to leave his familiar environment for an unfamiliar prison cell, and knowing that it is the end of his life and that he is now expected by everyone to go into a decline, this can easily undermine him psychologically so that he does go into a decline very soon after. I know of several cases of people who have died soon after selling their houses to go into retirement.

Therefore it would be a good idea if people were to move to Cuddesdon, or nearby, well in advance of retirement age, do some voluntary work for us and perhaps join in on some of the smaller business projects, in anticipation of more full-scale involvement at a later stage.

Professorship in Education

Below is the text of a letter of application to Oxford University recently sent with regard to a professorship in Education.

Dear ...

I am applying for the Professorship of Education being offered by the Department of Sociology in association with Green Templeton College, as advertised in the University Gazette, and attach my CV, which includes the contact details of three referees, together with notes on my CV and a testimonial from the late Professor H J Eysenck.

As my position is an anomalous one, I would be grateful if you could read the enclosed notes on my CV, as they give information about how I came to be in this position. As you will see, my CV is one that was prepared to go with an application for an appointment in philosophy, rather than education. I cannot in fact comply with all the criteria listed in the requirements for the post. However, I can comply with some of them.

I have decades of administrative and fund-raising experience as the Director of the Institute for Psychophysical Research. I also have completely original insights into what is called the educational process, due to the unique and extreme circumstances of my early life and education. The introduction to my book Advice to Clever Children provides some background on how I have been exposed to the inner machinery of the educational system, from being observed by educational experts as a case study at the ages of 4 and 11, to experiencing the contrasting approaches and outlooks of private and state schooling. The latter provided me with knowledge of the underlying motivations of those that chose to teach; having teachers for both of my parents doubtless also contributed.

I am in fact capable of carrying out research, teaching, and administration in areas in which I do not have paper qualifications, owing to my own ability to learn new topics very fast and very thoroughly in any situation in which I need to learn them.

I apologise for the anomalies in my application, which arise from the extreme social misplacement which has resulted from my ruined education. There is no recognition of the predicament of the exiled academic.

I am making this application in spite of being above the normal age for a Professorship because the process of recovering from a ruined education is extremely slow, in fact there is no provision for it to be possible at all. There was a time lag of decades before the work which I had done in exile from an academic career led to my being offered testimonials from senior academics who were willing to act as my referees. After still further delay, one of the areas of pioneering work which I had initiated (lucid dreaming) came to be recognised as a suitable topic for doctorates, yet this still did not lead to my reinstatement in a normal academic career.

The enclosed notes can give little impression of what I would have achieved by now if I had had a normal life, i.e. one that was normal for a person like me. As it is, they are a statement of how efficiently the expression of my abilities has been prevented by the society in which I have been living. Academics advising me have often said, ‘Don’t say anything about your ability, only about what you have done’, and ‘Don’t mention your unofficial teaching and research.’ But society can prevent one from doing anything officially, i.e. within a normal academic position, and is what one does outside its auspices in an attempt to regain reinstatement, automatically to be regarded as disqualified from consideration?

Apart from the fact that getting me back into a normal position as a senior academic would be remedying an extreme anomaly and injustice, there are strong reasons for supposing that the field of Education would be benefitted by a Professor who is prepared to take into account factors other than those which have supposedly been considered by those who have done research in this field over the preceding decades. Clearly their insights into the situation have not created any solution to the current situation, and in practice the results of the current educational system are deteriorating rather than the reverse.

So the academic world should consider there is a need for work to be done under the auspices of someone who does not have a vested interest in the rationalisations which are currently fashionable. Those who were successful in entering normal academic careers to which, no doubt, they felt they were suited, did have such a vested interest.

The attitude to the outcast of the socially approved academic system should, in itself, be the subject of research. When one is outcast, destitute, and socially disgraced, one is described, amazingly, as being ‘free to follow one’s interests’, it being supposed that a university appointment would be a restriction on one’s freedom.

It should not be held against me that I have published fewer papers than other applicants. The exiled academic, struggling to build up an institutional environment from scratch without an income, and with no eligibility for income support when not receiving a salary, lives in circumstances which negate the possibility of carrying out research of any kind, even leaving out of account that if one did manage to produce publishable research it would have little chance of acceptance by academic journals, on account of one’s lack of an academic appointment.

I give the referees I do, as best I can, because it should be regarded as amazing, and highly creditable, that I am able to give any at all. However I expect that my referees will observe the usual conventions that (a) one’s case is not to be considered highly anomalous and in need of redress, that (b) only work done by the holders of official academic positions counts as academic, and that (c) there is supposed to be no such thing as ability which is transferable from one field of intellectual activity to another. Therefore they can do no more than damn me with faint praise for the few pieces of work which I have been able to do within the restrictive parameters of what is regarded as ‘relevant’.

Finally, I should like to make a statement. It may be that you reject this application out of hand, on the basis that it does not meet the ‘essential requirements’, or that I otherwise fail to fit the University’s idea of what an education professor ought to be like. However, it is my belief that if the University really wanted to contribute to the advancement of education, rather than merely occupy a prestigious role in what has developed under the label of ‘academic educational theory’, it would take this application very seriously indeed.

No escape from state education

The basic moral principle is that one should avoid imposing on other people one’s own interpretation of the existential situation, and overriding their reaction to it. This principle is weakly, and occasionally, recognised in human societies, and best protected, more or less unintentionally, in capitalist societies in which you can only get other people to do anything for you if you are willing to pay for it. This does not mean that they will necessarily provide you with what you really want, but at least it avoids the socialist situation in which, in many important areas, such as health and education, you can only get what other people want to provide you with; in fact you may be forced to surrender your liberty entirely and submit to what they want to impose upon you.

At present it is possible, although very difficult, to opt out of the state educational system and let your child work at home, although you must still in many ways comply with state prescriptions about what will count as acceptable.

This, however, is coming to be regarded as unnecessarily permissive. Within recent years I have seen the view expressed that this loophole is no longer necessary, as the present state educational system is tolerant of all religious beliefs (this, apparently, is the only grounds on which objection to the state system could be considered acceptably valid). From this point of view, people can now have no justifiable reason for preferring any variant to the system provided by the state, and so it should be a legal obligation to ensure that one’s children are forced to attend the child-prisons, as required.

Baroness Delyth Morgan, debating this issue, argued that home schooling ‘could be a cover for child abuse.’ (Daily Mail, 20 January 2009)

This dubious logic may be generalised to any area in which the individual is free to do anything other than comply with the requirements prescribed by the state. He might take the opportunity to commit any crime or depravity that occurs to him. ‘Satan finds some mischief still, for idle hands to do’, as the 18th century hymn-writer said.

If people are not fully occupied with the necessities of staying alive, they may (it is feared) use their freedom to do something unacceptable, including finding out important things in science, especially if they are rich enough to be able to afford to do this independently of having a university appointment. So, better that there should be no freedom at all.

Of course, one may mention that state-provided incarceration may also be a cover for child abuse, which obviously includes any sort of programme of psychological warfare and undermining devised by teachers.

While ‘home schooling’ is considered an option that provides unnecessary freedom for the individual, it should be noted that it scarcely exists at present in the UK. While it is possible to claim that your child reading books at home constitutes ‘education’, as soon as you consider him ready to take an exam, you must invoke the approval of the education ‘authority’.

Personally I did not think of taking an exam as separate from the process of preparing for it, so someone like me would have tripped over the landmine straight away (even if my parents had home-schooled me).

It is very dangerous to have anything to do with an education ‘authority’. In fact, if you are forced into the clutches of one as soon as you want to take an exam, you cannot really be said to be opting out of the education system at all. Being allowed to spend less time in a school doing purposeless things which are not directly aimed at exam-taking does you little good if the time saved from demoralising purposelessness at school must be spent in demoralising purposelessness at home. As soon as you want to do anything for real, you have to fight it out with the local authority. But that is precisely what you may wish primarily to avoid in ‘opting out’ of the state educational system.

I conclude that although at present there is a nominal possibility of ‘opting out’ of state education, this is only a euphemism, and there is no real possibility of keeping clear of the dangers of contact with education authorities.

There should be a real possibility, but that would involve quite different arrangements to be made. Far from considering how the deadly clutch of the education authorities on the lives of their victims could be loosened, there is a drive to eliminate even the ambiguous possibility which exists at present.

The Welfare State and the exponential function

I do not know that I would agree that unawareness of the exponential function is the greatest shortcoming of the human race, but certainly this unawareness (real or apparent) facilitates legislation which is designed to reduce the advantages of one section of the population while increasing those of another. This may be represented as ‘fair’, but it should not be overlooked that it may produce drastic shifts in the balance of the population quite rapidly.
If an initial quantity A increases by n%, and the result is again increased by n%, and so on, the resulting growth is shown by the graph of
y = A(1 + n/100)x.
To illustrate how this may apply to groups in the population which are increasing continuously, here are the charts of a hypothetical population group which numbered one million in 1945 (at the onset of the Welfare State) and increased by 1%, 2%, 3% and 4% respectively until the present day, i.e. 66 years later.
Characteristically, the exponential graph remains close to the lower axis at first, but the gradient gradually increases until it is more vertical than horizontal and tends asymptotically to infinity (i.e. it approaches infinity ever more closely and rapidly, but without ever reaching it).
On the timescale being considered, the increase in the population supposed to increase by 4% per annum is already acquiring the characteristically exponential appearance, aiming upwards rather than merely along the lower axis.
The unsophisticated are unlikely to imagine how great the changes may be which ultimately result from relatively small percentage changes in taxation or benefits, which may be applied, initially, only to small populations.

I appeal for financial and moral support in improving my position. I need people to provide moral support both for fundraising, and as temporary or possibly long-term workers. Those interested should read my post on interns.
